If you’re looking to get noticed – be it with highlights or an entire head of blue hair – Manic Panic Shocking Blue will make it happen. This isn’t a subtle shade, no way, instead this dye screams. Provided you process (bleach) your hair before applying it, you’ll get a color so vibrant that they’ll probably see it from outer space.
